Welcome to the Personal Health Budgets Pilot (PHBE) project. Personal Health Budgets (PHBs) are seen as central to the new policy direction for health care in England. The Department of Health has commissioned a rigorous evaluation of the national programme of pilots: the PHBE project.

Personal health budgets offer a transparent way of allocating resources to individuals. Knowing the level of resources at their disposal can help individuals plan and control how their support needs are met.

Twenty sites have been selected to participate in the 'in-depth' evaluation, as part of a larger pilot programme. The core aim of the PHBE project is to identify whether personal health budgets ensure better health and social care outcomes than conventional methods of service delivery and, if so, which models work best for which groups of patients.
